2025 Clerk of the Year

Lynette Cook-Osborne, City Clerk for the City of Midway, has been named the 2025 Georgia Municipal Clerks Association (GMCA) Clerk of the Year. The announcement was made on Monday, June 23, during the Georgia Municipal Association’s Annual Convention in Savannah. This prestigious award is the highest honor bestowed by GMCA and recognizes exceptional professionalism, leadership, and service in municipal government.
With an impressive 40-year career in local government, Cook-Osborne has consistently demonstrated a deep commitment to excellence, public service, and community engagement. She began her municipal career in 1985 and served as both City Clerk and Human Resources officer for all city departments from 1986 to 1996. Throughout her tenure, she has earned a reputation as a trusted administrator and respected leader.
“Cook-Osborne embodies the spirit of excellence and integrity that defines our profession,” said Vernice Thompson, GMCA President. “Her dedication to transparency, her efforts to improve city operations, and her mentorship of fellow clerks have raised the bar for all of us.”
Cook-Osborne’s professional credentials include the Certified Municipal Clerk designation from the International Institute of Municipal Clerks (IIMC), the Municipal Revenue Administration Certification (MRAC) from the Georgia Municipal Association (GMA), and certification from the Georgia Municipal Clerks Certification Program.
Her leadership has opened new avenues for citizen engagement and improved access to city services. She has also been a dedicated mentor to up-and-coming municipal clerks and has held several leadership roles within GMCA’s District 12, including serving as a former District 12 President.
In addition to her professional achievements, Cook-Osborne is deeply involved in her community. She volunteers her time mentoring youth, supporting seniors with meals and personal care, and participating in civic initiatives that bring residents and local government closer together.
The GMCA Clerk of the Year Award is presented annually to a municipal clerk who exemplifies outstanding leadership, service, and dedication to the profession. Lynette Cook-Osborne’s legacy of excellence continues to inspire clerks and public servants across Georgia.
