Lifetime Service Award Recipient Richard McCoy

West Point City Clerk Richard McCoy has received the Lifetime Service Award from the Georgia Municipal Association (GMA) in recognition of his thirty decades of service in local government. The award will be presented during the West Point city council meeting on November 19, 2024.
McCoy joined the city of West Point as Clerk II in 1990 and remained in the post through 2005. In 2006, he became the Assistant City Clerk/HR, stayed in the position until 2007, and later became the City Clerk in 2007 to present.
“Richard’s devotedness describes what true public servants exemplify – a person ready to assist at any time and in any way possible,” said Kristin Lester, Assistant City Clerk and Manager for West Point. “He has profoundly administered utility billing, receipt of all municipal funds, licensing, permits, city records, municipal elections, and city cemeteries.”
Over his career, McCoy has made a quantifiable impact to West Point serving with professionalism, loyalty and knowledge.
“McCoy has demonstrated his dedication to municipal government through his years of generous service to its citizens,” said GMA CEO and Executive Director Larry Hanson. “West Point is fortunate to have had that kind of dedicated leadership, and GMA and Georgia’s cities are also grateful to have seen the example he sets for all city leaders.”
