Bill Cain Scholarship

Bill Cain Scholarship

The Georgia Municipal Clerks  Association recognizes the importance of providing effective and efficient services in order to broaden our knowledge of government, enhance our leadership capabilities, and augment our managerial abilities. It is incumbent upon each of us to strive toward excellence in our role as a Municipal Clerk ; however, in doing so some of our colleagues are at a decisive disadvantage primarily due to budget constraints. The Bill Cain Scholarship provides an opportunity for every Municipal Clerk in the State of Georgia to obtain training and subsequent certification. Those Clerks who are desirous of retaining or obtaining certification must meet the following eligibility criteria:

  1. Be a full time Municipal Clerk/Deputy Clerk and a member of GMCA.
  2. Complete the required application.
  3. Attach a paragraph on why you think you are deserving; and
  4. Submit a letter from your Mayor, City Manager, or Council stating that the local governing authority supports your educational efforts and will provide leave time for attending.

The “Bill Cain Scholarship” provides registration fees and housing allowance for the recipient to attend the certification program offered in February and September of each year and covers the registration fee for the June Conference.

If you are interested in applying for the Bill Cain Scholarship or know someone else who may be interested, please contact Pam Helton with the Georgia Municipal Association. The deadline for receiving applications for the February GCEI is January 2, June Conference is May 1 and for the September GCEI is August 1.
